Voters in the Phelps-Clifton Springs Central School District approved a $35 million capital improvement project aimed at upgrading facilities and enhancing educational spaces, passing the measure by a margin of 206-107 in a Dec. 11 vote.
The Campus Forward ’24 Capital Improvement Project is designed to improve safety, accessibility, and the longevity of district buildings without raising taxes. The project will be funded using $8 million from the district’s Capital Reserve Fund, with New York State reimbursing 87.7% of eligible costs.
Pending final design and state education department approval, the project will include the installation of a new multipurpose turf field and roof replacements at both district buildings. Other planned improvements feature upgrades to elementary music rooms, secondary education classrooms, and significant HVAC, boiler, and mechanical system upgrades.
Officials emphasized that the plan will not result in any additional tax burden on district residents, a key factor in gaining community support. The use of reserve funds and high state reimbursement rates helped make the project financially feasible.
