Gorham Voters to Decide Tuesday: Elected or Appointed Highway Superintendent?

Gorham residents are set to cast their votes on Tuesday in a special referendum that could fundamentally reshape the structure of the town’s Highway Superintendent position. The decision stems from Gorham Town Board’s move to transition the role from an elected to an appointed position, citing accountability and fiscal responsibility as key motivations.

The board voted 4-1 in October to adopt Local Law 3-2024, prompting this mandatory public vote. Proponents argue that an appointed superintendent would offer greater oversight and operational efficiency for a department managing the town’s largest budget allocation. Supervisor Dale Stell emphasized the potential benefits, noting, “If the law passes, the Town Board can later revert to an elected position if necessary.”

Residents at recent hearings expressed contrasting views. Supporters highlighted the need for professional qualifications and improved responsiveness, referencing concerns over fiscal mismanagement and delays in critical infrastructure projects. Detractors, however, voiced fears over losing direct voter influence, arguing the change undermines democratic principles.


Past controversies surrounding the current superintendent have added urgency to the debate. Critics point to unauthorized equipment purchases, budget overruns, and ongoing infrastructure delays as evidence of mismanagement under the elected model. Additionally, a 2024 audit by the New York State Comptroller flagged significant issues attributed to the highway department.

Councilmember Brian Lazarus cast the sole dissenting vote, arguing the special election might not capture the true will of the town’s electorate due to low turnout. Voting will occur at the Gorham Fire Company and Crystal Beach Fire Department from noon to 8 p.m.

If approved, the town board will appoint an interim superintendent while initiating a search for a permanent hire. Town officials encourage residents to attend monthly board meetings to remain informed about the potential transition.
