Steuben County Sheriff Jim Allard announced the arrest of Thomas J. Winters, 28, of Beaver Dams on May 27. Winters was arrested following an investigation into a domestic incident.
Winters is accused of intentionally choking and injuring another person. He has been charged with Strangulation in the Second Degree, a Class D Felony, and Assault in the Third Degree.
Winters was arraigned in Centralized Arraignment Court and released.
