According to a news release, Daniel Foulkrod, 29, of Waterloo was charged with endangering the welfare of a child, unlawful imprisonment, harassment, and criminal mischief.
The arrest stems from an investigation into a domestic dispute, where Foulkrod is accused of getting into an argument with a woman, then taking her car keys and cell phone.
The woman attempted to run to a neighbor’s home to call 911, but Foulkrod picked her up- and carried her back to the residence. He then kept her there against her will.
