Former Seneca County manager’s next court appearance scheduled for March 17

Former Seneca County Manager John Sheppard is scheduled to appear in Waterloo Village Court on March 17 at 6 p.m.

The appearance will be for pre-trial motions on a misdemeanor charge of official misconduct.

He’s accused of improperly acting to discipline Seneca County Emergency Management Director Melissa Taylor in 2017. He was indicted in October 2019 and pleaded not guilty.


There have been a number of delays in the case. He resigned in September 2018 after the Board of Supervisors authorized an investigation into his actions, as well as those of former finance director Brandi Deeds. She resigned from her post around the same time.

She faces a number of felony counts and an official misconduct charge stemming from that investigation launched by the supervisors. The Finger Lakes Times reported that the two married in June 2020.
