Police say driver was incoherent, under influence of drugs during traffic stop in Canandaigua

Police say a 41-year-old Canandaigua resident was arrested on a number of charges following a traffic stop, which was initiated by a concerned 911 caller.

Russell Carlson, 41, of Canandaigua was charged with driving while ability impaired by drugs, and aggravated unlicensed operation on North Shore Boulevard.

Police say he was stopped after a 911 call from a concerned citizen reporting that he was not coherent and operating a vehicle.

Investigation determined that Carlson was under the influence of drugs and operating the vehicle with illegal license plates with his driver’s license currently suspended and revoked.

He was transported to the Ontario County Jail, according to police.
