Deputies say that a Lyons man was taken into custody after a suspicious condition report was provided to law enforcement.
Scott P. Kelley, 54, of Lyons was charged with endangering the welfare of a child and second-degree harassment.
The charges stem from an incident where Kelley allegedly grabbed a 10-year-old child by her right arm while in a cross walk.
The child was alarmed, but the incident didn’t end there. Deputies say Kelley then asked the child to buy him cigarettes, causing the child to become more alarmed.
Kelley was taken into custody and transported to the Wayne County Jail. The charges will be answered at a later date.
