Deputies said they saw Debadts using a mobile phone while driving on a public highway.

He refused to perform standardized field sobriety tests and was arrested for DWI, according to the sheriff's office.

Debadts later submitted to a breath test at the sheriff's office that showed a blood alcohol concentration of 0.21%, deputies said.

The charges include using a mobile phone while driving, refusing a preliminary breath test, DWI and aggravated DWI.

Debadts was processed at the Wayne County Jail and released with traffic tickets.

He is due in Sodus Town Court at a later date.
