Canandaigua town board to hear 2027 budget, Uptown Landing zoning proposals tonight

Public hearings on the 2027 preliminary town budget and incentive zoning for Uptown Landing are scheduled for tonight's Canandaigua Town Board meeting, alongside discussion of Diamond Acres zoning and financing for a property acquisition.

The board meets at 6 p.m. Monday, Oct. 19, in the Onnalinda Room, according to its agenda. Residents can also watch through the town's CivicClerk public portal or join by Zoom after registering in advance.

Budget and zoning hearings

The board will hold a hearing on a proposed local law that would allow incentive zoning for Uptown Landing. A hearing on unsafe-structure case 2026-092 at 4711 Gorham St. is also scheduled, along with the 2027 preliminary budget hearing.

Diamond Acres will come before the board in a presentation asking members to consider planned unit development zoning. A resolution later in the meeting would declare the town's intent to serve as lead agency for the project's Type I state environmental review.

Other zoning motions would set public hearings on proposed changes to Chapter 220, the town's zoning code, and Chapter 202, which addresses on-site wastewater treatment systems. Members will also consider approving an updated official zoning map.

Property financing and Onanda Park work

Two proposed letters of intent concern the RSM property acquisition. One would address grant funding with Friends of Canandaigua Lake Inc.; the other would address bridge financing with the Sands Family Foundation Inc.

The board will also consider accepting a private donation for the acquisition of property for open-space preservation.

Onanda Park work includes a proposal to establish capital project H46 for uplands improvements and redirect Parks and Recreation capital reserve funds to that project. Another motion would authorize purchasing septic-system materials from Kistner Concrete for the park.

Highway and water business also includes buying shared drainage-district mowing equipment and amending the districts' 2026 budgets.

Spending, agreements and department reports

The financial agenda includes transfers in the General, Highway and Water funds, an amendment to the Route 332 Drainage District budget and changes to the town's fund-balance policy.

Members will consider authorizing a 2027 dog-control services agreement with Ontario County and allowing the town manager to execute a statement of work with CivicPlus for municipal website services.

The consent agenda includes an Oct. 19 bill abstract totaling $1,253,175.60. That includes $643,456.29 in the Highway Fund, $320,519.35 in the Water District, $242,828.62 in the General Fund, $39,962.53 for capital projects, $5,965.65 for drainage districts and $443.16 for lighting districts.

Two utility abstracts dated Sept. 21 total $6,919.55 and $15,608.71. The board is also asked to approve minutes from the Sept. 17 combined agenda-review and budget-workshop meeting and the Sept. 30 budget workshop.

Presentations will include the Canandaigua Lake Watershed Association, CLDC and the Cheshire Fire Department's 2025 service and budget report. Reports are also scheduled from town departments, standing committees and citizen boards, with September traffic-enforcement information from the Ontario County Sheriff's Office among the correspondence.

Other motions include appointing an Agricultural Advisory Committee member, acknowledging Wreaths Across America 2026 and the Cemetery Committee, and accepting soil-erosion-control surety payments for 0000 Mobile Road and 3407 West Lake Blvd.

The agenda provides public-comment opportunities near the beginning and later in the meeting, with another opportunity at the chair's discretion before executive session. Zoom participants will enter muted and must use the raise-hand feature or chat to request recognition; screen sharing is not allowed, and the meeting will be recorded.
