The Victor Town Board will discuss proposed shipping-container rules, consider a new parks and recreation director and take up 2027 employee benefits during Tuesday night's meeting.
The town's Oct. 13 agenda places the workshop and regular meeting at Victor Town Hall, 85 East Main Street.
The container-code workshop runs from 6 to 7 p.m. in Town Hall's first-floor main meeting room, followed by the regular meeting at 7 p.m. The regular meeting will be held in person and livestreamed through the Town of Victor's YouTube channel, with text commenting available, according to the agenda.
Container workshop and parks committee hearing
The proposed container code is the focus of the hourlong workshop before the regular meeting. Later in the evening, board members are scheduled to consider setting an Oct. 26 public hearing on a proposed shipping-container code change.
Tuesday's agenda does not spell out proposed restrictions, permitted locations or other provisions. The listed action is to schedule the later hearing, not to adopt the container-code change Tuesday.
A separate public hearing during the regular meeting concerns a proposed code change for the Parks and Recreation Citizens' Advisory Committee. The agenda identifies that hearing but does not describe the specific changes to the committee's rules.
Parks leadership changes and recreation agreement
Board members will consider accepting Brian Emelson's retirement and issuing a proclamation honoring him. Another action item calls for appointing Michael Stockman as director of parks and recreation.
The agenda does not provide an effective date for the retirement or proposed appointment, or the terms of Stockman's appointment. Both personnel actions remain scheduled for consideration rather than completed decisions.
The Parks and Recreation portion of the meeting also includes a proposed agreement with Rochester Junior Amerks Hockey. No payment amount, agreement term or description of the arrangement is included in the supplied agenda.
Health coverage, contributions and part-time benefits
Several human resources items concern benefits for 2027. The board will consider Excellus as the provider of retiree health care, MVP as the provider of employee health care and VSP as the provider of vision insurance.
Separate items address employee health care contribution rates, dental insurance rates and compensation for employees who take the health insurance buyout. Board members also will consider funding health savings accounts for employees enrolled in a high-deductible plan.
The agenda does not list premium amounts, contribution percentages, buyout payments or health savings account deposits, so it does not establish how an employee's costs or compensation would change.
Another proposed action would establish holiday pay and paid vacation benefits for permanent part-time employees. The agenda does not specify the amount of leave or the eligibility terms beyond that employee category.
Budget hearings, highway revenue and other business
Finance items include setting Oct. 26 public hearings for a budget workshop and a special assessment roll. Tuesday's listed actions would schedule those hearings; the agenda does not identify a budget adoption vote for this meeting.
Board members also are scheduled to acknowledge the conclusion of the Modock Springs Value Protection Plan, amend the 2026 budget for additional chip-sealing revenue and acknowledge a reassignment of highway personnel.
Other action items include extending professional services contracts and approving the acquisition of an easement by the Monroe County Water Authority. The agenda does not include contract amounts or identify the easement's location and terms.
The board will receive a Planning and Building report, consider the Sept. 28 regular meeting minutes and authorize bill payments under Manifest No. 19.
Public comments and concerns are listed before officials' reports, with a request that speakers limit remarks to three minutes. Another public comment opportunity is scheduled before adjournment.
