Crumbling buildings and stalled plans now define the former Willard Psychiatric Center campus, according to the Finger Lakes Times.


Seneca County leaders say the state still hasn’t decided whether to hand over control of the 550-acre property, leaving redevelopment frozen nearly a year after Gov. Kathy Hochul promoted a sweeping vision for housing, recreation, retail and waterfront access. No master developer stepped forward for the estimated $332 million project.

County and local officials warn the delay is making redevelopment harder as buildings continue to deteriorate. Leaders now want a high-level meeting with Empire State Development to determine whether Seneca County can finally take charge of the site’s future.
