Deputies make multiple arrests at Eastview Mall in separate incidents

Two separate incidents at Eastview Mall on Saturday led to multiple arrests by Ontario County Sheriff’s deputies, including a trespass case involving a previously banned individual and a shoplifting investigation at a department store.

In the first incident, deputies arrested a Rochester man after he was found inside the mall despite being banned from the property. In a second, unrelated case later that afternoon, two individuals were charged following an investigation into stolen merchandise at JCPenney.


According to the Ontario County Sheriff’s Office, the trespass arrest occurred at about 4:12 p.m. when deputies took 35-year-old Christian Soto Ramirez into custody at Eastview Mall. Authorities said Ramirez had been banned from the mall for life in December 2025 but was found back on the property. He was transported to the sheriff’s substation and released on an appearance ticket. He is scheduled to answer the charge in Victor Town Court at a later date.

Roughly an hour later, at about 5:11 p.m., deputies responded to JCPenney at the mall for a reported larceny. Following an investigation, 19-year-olds Hamdi Abdisalan and Fatuma A. Issack, both of Rochester, were arrested and charged with petit larceny and conspiracy in the sixth degree.

Investigators said the pair stole $807.80 worth of merchandise before leaving the store without paying. Both were processed at the sheriff’s substation and released on appearance tickets. They are also scheduled to appear in Victor Town Court at a later date.

Both incidents were handled by Ontario County Sheriff’s Office mall deputies.
