As winter approaches, the Village of Cato is reminding residents of their responsibilities under a local law regulating snow and ice removal on sidewalks — and the penalties for ignoring it.
Property owners and occupants are required to keep sidewalks clear of snow, ice, dirt, and other debris. If snow is not removed within 24 hours of a snowfall, or within four hours of a village notice, the Department of Public Works may step in to clear it — and the owner will be billed for the labor and equipment costs.
While the village may assist with heavy accumulations using a snow blower, it does not sand, salt, or scrape sidewalks. Clearing them is ultimately the responsibility of the adjacent property owner or occupant. Sidewalks in front of commercial buildings must be kept clear between 9:00 a.m. and 5:00 p.m.
If ice is too hard to remove safely, residents must apply ashes, sand, or sawdust until it is no longer a danger.
Additional provisions include:
- No placing or throwing snow or ice into the street.
- No moving snow onto someone else’s property without their permission.
- Owners must also prevent snow or ice from falling from buildings onto public sidewalks.
- Violations may result in fines of up to $100 per offense, per day.
The law also notes that failure to comply could result in liability if someone is injured due to unshoveled or icy walkways.
The full ordinance took effect upon filing with the New York Secretary of State.
