Penn Yan board to vote on contracts, appointments, and 5K street closure Tuesday

The Penn Yan Village Board will meet Tuesday at 6 p.m. to vote on a series of resolutions involving infrastructure improvements, public safety, staff appointments, and special event permits.

Special event: Frosted Lakes 5K

The board will consider a motion to waive the $1,000 cleaning deposit and approve the WellSpring Fellowship Frosted Lakes 5K, scheduled for Saturday, Jan. 24, 2026, from 9 to 11 a.m. The run will follow a loop through North Main Street, Court Street, Linden Street, and North Avenue before returning to the WellSpring Fellowship parking lot. Final approval is contingent on the event organizer submitting a certificate of liability insurance, completing a supplies request, coordinating with police and fire police, and paying traffic control fees.


Infrastructure and utilities: multiple change orders up for vote

The board will vote on several motions related to the Village’s ongoing utility and wastewater infrastructure projects:

  • $78,000 Change Order: Casinella Excavating is seeking approval for a $78,000 change order to cover additional pavement restoration work on New York State roads due to field condition changes. The change order also includes extending the project’s substantial completion deadline to June 30, 2026.
  • Gas detection upgrade: Hewitt Young Electric LLC submitted a $14,639.65 change order for a gas detection system at the wastewater treatment plant.
  • Transformer changeout: Another change order from Hewitt Young Electric totals $39,584.74 for transformer replacement to meet updated voltage requirements at the wastewater facility.
  • New HVAC contract: A motion is on the table to authorize the mayor to sign a $108,100 contract with Kuehne Construction Co. for a new HVAC system in the RBC Room of the wastewater treatment plant.

Public appointments and personnel actions

The board will vote on the following personnel changes:

  • Appointing Bruce Gleason as a full member of the Zoning Board of Appeals, effective Nov. 19, 2025, to serve through April 2026.
  • Promoting Tyler Brzezinski to Sergeant in the police department, effective Dec. 1, 2025, at $41.79 per hour with a 12-week probation period.
  • Retroactively and permanently appointing Keith Jurjens to Heavy Equipment Operator-Mechanic as of Nov. 10, 2025, with no change in pay.

Public safety and capital projects

In other public safety actions, the board will:

  • Consider approving a draft code as part of the Village’s ongoing recodification process.
  • Vote to approve change orders for the Village Hall and Fire Department door replacement project with Kelley Bros, adjusting one order down to $623 and another up to $9,334.75 for electronic keypads and door upgrades.
  • Authorize the mayor to sign a contract with Barton & Loguidice to begin conceptual design and hazardous material assessment for a firehouse addition.

Other agenda items

  • Motion to proclaim Thursday, Nov. 13, 2025, as Academic Excellence Day in recognition of Penn Yan Academy.
  • Approve attendance and reimbursement for John Collins to attend a lab certification class on Nov. 19 in Troy, New York. Costs include a $100 registration fee, $139 lodging, and meals.
  • Declare surplus several items, including junked electric meters and outdated Comdial phone equipment.
  • Accept $11,643.45 in payment agreements and approve a $110,349 bid from GoTToGo Electric for ornamental lights, funded through IEEP.
