A wide-ranging list of issues is on the agenda for the Seneca County Board of Supervisors when they hold monthly committee meetings on Tuesday. From new grant approvals to infrastructure improvements, education services, and public safety initiatives, the night will start at 6 p.m. and be filled with key decisions that will then move to the full-board if approved.
Expanding education services for preschoolers
The Health and Human Services Committee will consider two agreements related to the county’s state-mandated preschool program. One would renew a contract with Kelly Schirmer to continue providing special education itinerant teacher services, while another would authorize an agreement with the Seneca Falls Central School District to provide evaluations and related services.
In addition to those contracts, the committee will vote on accepting three separate grants:
- A $52,099 Public Health Emergency Preparedness Grant
- A $29,895 Early Intervention Program Administration Grant
- A $6,000 Child Passenger Safety Program Grant
Supervisors will also vote on a proclamation recognizing World Alzheimer’s Day on September 21.
Environmental and economic development efforts continue
The Economic Development, Tourism and Housing Committee is moving ahead with the implementation of the county’s $1.5 million EPA Brownfield Assessment Coalition Grant by authorizing a Request for Proposals (RFP) for an environmental consulting firm.
Additionally, the county is expected to reauthorize the Seneca County Chamber of Commerce as the official Tourism Promotion Agency for 2026 and commit up to $350,000 to the state’s matching funds program. Two board appointments to the Local Development Corporation will also be considered.
Financial oversight and broadband investment
The Ways and Means Committee is set to approve a new auditor for the county’s financial records. A three-year agreement with Bonadio & Co., LLP is on the table, with annual audit costs starting at $69,500 in 2025.
The committee will also consider accepting a $39,000 broadband reimbursement grant from the Genesee/Finger Lakes Regional Planning Council to support infrastructure paid for by the Town of Tyre. Lastly, a resolution will be introduced to override the state-imposed tax levy cap for fiscal year 2026.
Major upgrades to radio system and school safety
The Public Safety and Criminal Justice Committee has a packed agenda, including approval of five major resolutions:
- Renewal of a contract to provide two School Resource Officers at South Seneca Central School District.
- Acceptance of two significant public safety grants:
- $391,399 for Statewide Interoperable Communications
- $160,865 for the county’s E-911 Center
- Adoption of the 2025 Hazard Mitigation Plan
- A $493,730.72 contract with Motorola Solutions for public safety radio system upgrades.
Infrastructure projects and weather readiness
The Water & Sewer Treatment Management & Operations Committee will authorize requests for bids for a backflow preventer installation at the Willard Wastewater Treatment Plant. The Public Works Committee is also expected to approve a $23,517.99 increase to the county’s snow and ice budget for the 2024–25 season.
New hires and staffing changes under review
The Human Resources and Government Operations Committee will review a series of personnel matters, including:
- Creating a Director of Services position in the Department of Human Services.
- Reclassifying a typist role to Staff Resource Assistant in the Mental Health Department.
- Approving hiring for a vacant Assistant District Attorney II position at a higher-than-standard rate.
- Absorbing the salary for the Coordinator of Victim/Witness & Domestic Violence Services position due to the loss of state grant funding.
- Amending the Board’s rules to hold the October 14 Board of Supervisors meeting in Ovid, honoring the county’s dual-seat tradition.
