Seneca County supervisors to vote on deputy manager, budget amendments

Seneca County supervisors will gather Tuesday night for a full slate of committee and special board meetings to address dozens of items, ranging from reinstating a top-level administrative position to approving new water rates and equipment purchases.

A special Board of Supervisors meeting at 6 p.m. will focus on two key actions: reinstating the Deputy County Manager position, which was previously eliminated during the 2024 budget process, and introducing Local Law D of 2025 to waive the county residency requirement for that role. The proposed law would allow candidates from neighboring counties to qualify.

The Human Resources and Government Operations Committee is expected to approve both measures earlier in the evening. The committee will also consider abolishing the county’s COVID-19 paid leave policy, which expires at the end of the month, and approving above-starting pay for a new correction officer with 17 years of state experience.

The Health and Human Services Committee will vote on declaring a pickup truck surplus, accepting a donated van for the Office for the Aging, and advertising the agency’s annual public hearing, scheduled for September 25.

Supervisors will also consider a resolution to accept nearly $615,000 in federal and state grant funding for apron construction at the Finger Lakes Regional Airport. If approved, City Hill Excavating of Penn Yan will be awarded the construction contract.

Other highlights from Tuesday’s committee agendas include:

  • A proposed 19% water rate hike for users in County Water District No. 1, triggered by wholesale price increases passed down from the Village of Waterloo and the Town of Varick.
  • Adoption of the 2025 Workers’ Compensation budget, which includes $1.46 million in non-administration costs and nearly $566,000 in insurance and legal services.
  • Approval of a new $841,000 contract with Vector Construction Corp. for replacement of the Marshall Road Bridge, along with a $327,000 budget amendment using CHIPS funding.
  • Grant-funded upgrades to three EV charging stations, replacement of an aging Uninterruptible Power Supply (U.P.S.) unit at the County Office Building, and a host of proposals to enhance Sheriff’s Office operations.

Public Safety and Criminal Justice matters will dominate that committee’s agenda, including approval of new tasers, hazmat equipment, and a $130,900 opioid-related grant for services at the county jail. Supervisors will also be asked to authorize contracts for a school resource officer in Romulus, and initiate requests for proposals for food service, medical care, and a wellness program for jail personnel.

The evening will close with discussion by the Agriculture and Environmental Affairs Committee on ongoing issues within its jurisdiction.
