Federal stimulus checks ended in 2021, but seniors may still qualify for direct payments through other programs in 2025. From expanded tax credits to state-funded rebates and guaranteed income pilots, several forms of relief continue this year for older Americans.
Here’s a look at where seniors can still access stimulus-style payments in 2025.
1. State tax rebates for seniors
Several states are issuing tax rebates or refunds that seniors may qualify for, including:
- Pennsylvania – Up to $1,000 through the Property Tax/Rent Rebate program
- New Mexico – $500–$1,000 rebates for 2024 tax filers
- Virginia – Up to $650 for those who file state returns by November 1
Most of these programs include income-based eligibility and apply to full-year residents.
2. Expanded Social Security benefits
While not a direct stimulus, Social Security payments increased by 3.2% in 2025 due to the cost-of-living adjustment (COLA). This helps seniors keep up with inflation, especially those on fixed incomes.
Some low-income seniors may also qualify for:
- Supplemental Security Income (SSI)
- Extra Help for Medicare prescription costs
- Energy assistance programs (LIHEAP)
3. Guaranteed income pilots targeting older adults
A few guaranteed income programs include seniors among their recipients:
- Chicago Resilient Communities includes low-income seniors
- Rochester Guaranteed Income accepts older residents who meet income guidelines
- Some programs in California and New York City have pilot cohorts with seniors or caregivers
These programs provide $500–$1,000 per month with no spending restrictions.
4. Local assistance programs
Many cities and counties offer cash assistance or utility relief grants to older residents. These include:
- Property tax freezes or credits
- Utility bill discounts
- Grocery and housing subsidies
Check your local aging or senior services office for active programs in your area.
What to do if you missed past stimulus checks
If you never received a stimulus check from 2020 or 2021, it’s now too late to claim those funds. The IRS deadline to file a 2021 return passed on May 17, 2025, and any unclaimed money has been forfeited.
However, you should still file current and future returns to remain eligible for other credits and programs.
