NYSEG: Over half of utility bill charges are mandated fees

New York State Electric & Gas (NYSEG) says more than half of the charges on customers’ utility bills stem from government-mandated fees that are beyond the company’s control.

The company released a new bill explainer on May 15 to help residential customers better understand where their money goes and to promote transparency in billing.


According to NYSEG, additional charges like the system benefits charge—which funds programs by the New York State Energy Research and Development Authority—and the electricity supply charge are driven by regulatory requirements or market conditions. NYSEG does not profit from these charges.

The explainer also breaks down the basic service, delivery, and transition charges. About one-quarter of those fees go toward taxes and government programs, while the rest funds the delivery of electricity, including line worker salaries, pole maintenance, outage prevention, and grid modernization.
