The Finger Lakes Performing Provider System is expanding efforts to bolster New York’s strained health care workforce through a tuition-funded training initiative aimed at preparing workers for careers in health, behavioral health, and social care.
As the designated Workforce Investment Organization for the state’s Career Pathways Training (CPT) Program across Western New York, the Finger Lakes, and the Southern Tier, FLPPS is partnering with schools and employers to train new workers and upskill existing ones.
“This program offers a critical solution to both individuals and employers,” said FLPPS CEO Carol Tegas. “We’re helping people reach professional goals while building a workforce our communities can count on.”
The CPT Program is part of New York’s broader 1115 Medicaid Waiver initiative, offering tuition, book, and supply support for eligible students, along with services like academic case management and job placement assistance. Participants must complete their education by spring 2027 and commit to three years of full-time service at a Medicaid-enrolled provider that serves at least 30% Medicaid or uninsured patients.
Training is available for 13 high-demand roles, including licensed practical nurses, physician assistants, community health workers, and substance abuse counselors. The program targets both newcomers to the industry and current health workers seeking to advance their careers.
By expanding access to education without adding student debt, the CPT Program aims to address the dual challenge of workforce shortages and care access in underserved communities. Providers who serve a high percentage of Medicaid or uninsured patients can also apply to become designated service sites.

FLPPS is a 13-county health network working to improve care delivery, expand population health initiatives, and close service gaps throughout the Finger Lakes region.
