Victor Teen Becomes First Female Eagle Scout in Region to Earn All 139 Merit Badges

In a feat accomplished by just 0.1% of Scouts nationwide, Victor’s Sabrina Bhalla has earned every single one of the 139 merit badges offered by Scouting America — becoming the first female Eagle Scout in the Seneca Waterways Council to reach this milestone.

The final badge in her extraordinary journey was Multisport, newly introduced in March. Bhalla, a founding member of Troop 6060, began her Scouting path in 2019 and has since charted a course of relentless dedication, service, and leadership.


Sabrina reached Eagle Scout rank in February 2023, completing a service project that installed Little Free Libraries in Victor parks. She was honored that summer at her troop’s Eagle Court of Honor. Her Scouting resume includes more than 100 hours of service, 99 nights camping, and over 200 miles hiked. She also earned National Outdoor Achievement Awards in four categories.

Her leadership within the troop is equally notable. She served as Senior Patrol Leader and now holds the role of Junior Assistant Scoutmaster. She’s also been active at the council level, emceeing the Eagle Scout Recognition Dinner and rappelling down the Kodak Building four years in a row for a major fundraising event.

Outside of Scouting, Bhalla is an academic standout at Victor Senior High School, set to graduate Summa Cum Laude. She competes on varsity tennis and track teams and performs with the school’s Wind Ensemble. She plans to attend Cornell University in the fall to study Mathematics and Biology on a Pre-Med track.

Reflecting on her journey, she shared, “While not all of them were fun, I’ve learned something from every experience that I take with me into the future.”
