Section 8 Waitlist Openings in April 2025: Where You Can Apply Now

Housing assistance remains in high demand across the U.S., but several public housing authorities (PHAs) have opened their Section 8 waitlists this April. These rare windows offer low-income families, seniors, and individuals a chance to apply for affordable housing vouchers before lists close again—sometimes for years.

As of mid-April 2025, these programs have announced open waitlists:

Philadelphia, PA – Housing Choice Voucher Program

The Philadelphia Housing Authority reopened its Section 8 waitlist on April 15 and will accept applications through April 30. Priority is given to applicants experiencing homelessness or housing instability.

Phoenix, AZ – City of Phoenix Housing Department

Phoenix opened its Housing Choice Voucher program for a limited lottery entry. The application window closes April 19, and only selected applicants will be placed on the list.

Cook County, IL – Housing Authority of Cook County (HACC)

HACC’s waitlist for suburban Cook County is open for families with children, seniors, and people with disabilities. Applications are being accepted until April 25.

Bakersfield, CA – Housing Authority of Kern County

This housing authority is accepting applications for both Section 8 and project-based voucher programs. No closing date has been announced, but spots are limited.

What to Know Before Applying

To apply for Section 8 housing, you must meet income limits set by HUD based on your family size and location. Most PHAs now use online portals for applications. Be prepared to provide documentation, including proof of income, household composition, and identity.

It’s also important to act quickly—some waitlists close within days or hours of opening due to high demand.

What If No Waitlists Are Open Near You?

If your local PHA doesn’t currently have an open waitlist, you can still apply in other regions if their rules allow it. This is known as portability, and it can give applicants access to a wider range of affordable housing options across state or county lines.
