Two arrested in Waterloo drug bust after traffic stop leads to felony charges

A routine traffic stop in Waterloo on Sunday night led to the arrest of two individuals on felony drug charges and a violent altercation with police.

The Waterloo Police Department said officers arrested Amanda R. Mahaffey, 38, of Seneca Falls and Pablo L. Soto-Burgos, 51, of Farmington on April 13 at approximately 9:26 p.m. Both were charged with criminal possession of a controlled substance with the intent to sell in the third degree, a B felony, and in the fifth degree, a D felony.


Police said the stop revealed Soto-Burgos had an active warrant from the Town of Seneca Falls Police Department. During the investigation, officers discovered a large quantity of crack cocaine and methamphetamine inside the vehicle, along with several drug-related items.

Mahaffey was additionally charged with resisting arrest, obstructing governmental administration, and attempted assault in the third degree. Authorities said she struck an officer with a closed fist while resisting arrest.

Both suspects were taken to the Seneca County Correctional Facility for arraignment.
