The Penn Yan Village Board will hold a public hearing Tuesday to review the proposed 2025-2026 municipal water and sewer budgets. The meeting will take place at 6 p.m. in Room 202 of Village Hall.
The proposed budgets include a 4.7% increase in combined water and sewer rates for the average residential user, amounting to approximately $70 annually. Major budget drivers include a 7% increase in water fund costs, higher depreciation and insurance expenses, and significant capital investments in the water transmission system and treatment plant. Sewer fund expenditures are also up 9% over last year, driven by personnel costs, maintenance, and utility increases​.
Public comment on the tentative water and sewer budgets will be invited during the hearing​.
Event Approvals and Public Requests
The board is expected to consider several public event requests, including:
- Finger Lakes Fit 5K on June 7 along the Keuka Outlet Trail.
- Downtown Business Council Cruisin’ Night on June 6 on Main Street.
- Stones Walk on October 25 around Horizon Park Drive.
- Operation Graduation Motorcade on June 20 from Penn Yan Academy to Camp Cory.
- Peasantman Triathlon from August 13–18, primarily along Routes 14A/364, Court Street, Burns Terrace, and 54A.
Each event is subject to receipt of required documents such as insurance certificates, permits, and fee payments​.
Policy and Code Amendments
The board will consider the following legislative items:
- Resolution No. 28-2025 to amend provisions related to the Planning Board and Zoning Board of Appeals.
- Resolution No. 27-2025 to amend fire safety inspection requirements for short-term rentals.
- Resolution No. 30-2025 to establish amended flood damage prevention regulations under Chapter 98 of the Village Code.
Each resolution is scheduled for a roll call vote​.
Utility Business and Contracts
The board will review and vote on 14 motions from the Municipal Utilities Board, including:
- Adoption of two resolutions (Nos. 31-2025 and 32-2025) and authorization for Holly Easling and Dan Banach to attend the NYMPA and MEUA meetings in Syracuse.
- Surplus declarations for ball field lights and water main pipes.
- A $34,500 contract awarded to USG Water Solutions for work on the West Lake Road Reservoir Tower.
- Training authorizations for Matt Fritz and Clif Chase to attend the NY Rural Water Association’s workshop in Verona, New York​.
Public Safety and Infrastructure Reports
The meeting will also include reports from the Penn Yan Fire Department, Police Department, and Code Enforcement:
- The fire department responded to 82 calls in March, with 28 false alarms and no injuries or fatalities reported​.
- The police department issued 61 traffic tickets and responded to 702 service calls in March. One overdose and 18 arrests were recorded​.
- The Code Enforcement Office issued 13 building permits and conducted 59 fire safety and property maintenance inspections during the month​.
Hazard Mitigation and Intermunicipal Agreements
The board will acknowledge Yates County’s updated Hazard Mitigation Plan, which identifies high risks from severe storms and winter weather, and outlines mitigation strategies for critical infrastructure, public education, and vulnerable populations​.
Also under review is a memorandum of understanding with Yates County, providing $10,260 to support lifeguard services at the Village’s facilities, pending continued state aid and tax revenues​.
