Buffalo Bills, Kathy Hochul celebrate milestone at Highmark Stadium

Major Construction Milestone in Buffalo

Governor Kathy Hochul, the Buffalo Bills, and Erie County officials celebrated a key moment in Western New York’s largest-ever construction project: the topping out of the new $2.1 billion Highmark Stadium.

More than 1,400 guests and hundreds of union workers gathered as crews lifted the final steel beam 156 feet into place. The beam, adorned with an American flag and evergreen tree, capped off the structural steel phase of construction — a major achievement in building the 60,000-seat stadium.

“This world-class stadium would not be possible without our skilled union workers and partners,” said Governor Hochul. “I look forward to cheering alongside them at the first Bills game here in 2026.”

Stadium Progress Hits 50 Percent

The stadium is now about halfway complete. Construction crews have installed over 22,000 pieces of steel, weighing more than 25,000 tons. Crews have already logged over 1.7 million labor hours, and peak construction will employ 1,500 workers.

The structural work involved:

  • 742,000 cubic yards of earth removed
  • 46,000+ cubic yards of concrete poured
  • Miles of piping and conduit laid
  • 60% of steel sourced from New York companies

The canopy and outer façade — made of architectural precast, perforated metal, and glass — will soon take shape. These design elements will showcase views of Lake Erie, downtown Buffalo, and the Boston Hills.

Economic and Community Impact

Governor Hochul, along with local and state officials, emphasized the stadium’s broader economic significance. Empire State Development projects an annual $385 million economic impact, with the public contribution expected to be exceeded over time.

“This project is improving lives and anchoring the Bills in Buffalo for the next 30 years,” said Erie County Executive Mark Poloncarz.

The stadium is not just for football. It will host concerts, other sports, and large-scale events. Its design includes:

  • 360-degree canopy covering 65% of seats
  • Heated concourses and seating
  • The world’s largest snow melt system
  • Two massive video boards and immersive acoustics
  • An accessible welcome plaza featuring an American Bison sculpture

Labor and Small Business at the Core

Over 140 local small businesses and hundreds of local tradespeople are involved. State labor and construction leaders praised the project’s commitment to union labor and prevailing wage protections.

“This stadium is creating thousands of family-sustaining careers,” said Gary LaBarbera, President of the NYS Building and Construction Trades Council. “It’s a beacon of economic opportunity in Western New York.”

ESD President Hope Knight added, “At the 50 percent mark, the Bills remain on track to meet their MWBE commitments.”

What’s Next

Interior work continues as the stadium enters its next phase. The outer skin will soon be installed, and more than a million additional labor hours are expected before completion.

NFL Commissioner Roger Goodell called the project “one of the most substantial in the region’s history,” and declared the countdown to September 2026 officially underway.
