The draft policy follows a 2023 pilot that designated a 28-acre “non-enforcement zone.” As the seasonal shelter program ends, concerns grow about rising outdoor homelessness. Residents of the encampment prioritized trash removal, hygiene facilities, and a safe environment.
The city has allocated nearly $1 million, but more funding may be needed. The proposal limits police involvement, favoring outreach workers to reduce stigma. A vote on the plan is expected in May.
