CHIPS Act funding at risk under Trump’s spending freeze

Supporters of the CHIPS and Science Act are alarmed by President Donald Trump’s executive order pausing all federal grants and loans, including billions earmarked for U.S. semiconductor manufacturing. A federal judge temporarily blocked the order Tuesday, but concerns remain over its long-term impact.

Sen. Chuck Schumer accused Trump of unlawfully withholding funding approved by Congress, warning that the freeze could harm families and economic growth. Companies like GlobalFoundries and Micron, major CHIPS Act beneficiaries, are reviewing the order’s implications.

Gov. Kathy Hochul stressed that New York cannot replace lost federal funding and criticized Washington for jeopardizing infrastructure, law enforcement, and semiconductor investments.
