Townsend named long-term care director at Center for Nursing and Rehabilitation

The Livingston County Board of Supervisors has appointed Roger Eric Townsend as the next long-term care director at the Center for Nursing and Rehabilitation (CNR), effective Jan. 12.

Townsend, who has served as deputy director of long-term care at CNR since 2019, brings over 30 years of experience in social work and healthcare administration. His tenure as deputy director included overseeing the facility’s operations, regulatory compliance, emergency preparedness, and strategic planning for the 266-bed nursing home. Before joining CNR, Townsend was administrator and vice president of long-term care at the Finger Lakes Center for Living.

“Stepping into this role was a natural progression after 28 years as a medical social worker,” Townsend said. “I’ve always loved working with older adults, and this role allows me to continue building on relationships with staff, residents, and families while striving to enhance quality care.”


In his new role, Townsend will manage all aspects of the county-owned facility, from resident care to operational readiness. He aims to maintain the facility’s focus on resident-centered care and pursue a five-star rating from the Centers for Medicare and Medicaid Services (CMS). The CNR achieved a four-star rating in 2024, reflecting its “above average” status compared to other nursing homes nationwide.

CMS ratings are based on health inspections, staffing levels, and quality measures, making them a critical benchmark for nursing home performance.

County Administrator David Pribulka praised Townsend’s leadership, noting his positive impact on the facility during his tenure as deputy director. “Mr. Townsend has consistently demonstrated his capability to lead CNR while upholding the highest standards of care,” Pribulka said. “I’m confident his leadership will continue to benefit residents and staff alike.”

The CNR provides 24-hour skilled nursing services ranging from rehabilitative care to traditional long-term care. It also offers a wide range of medical and therapeutic services in a homelike environment, fostering connections with families and the community.
