Court clears Onondaga County to seize Shoppingtown Mall for redevelopment

An appellate court has authorized the Onondaga County Industrial Development Agency (OCIDA) to use eminent domain to acquire remaining parcels of Shoppingtown Mall, clearing the way for a $300 million redevelopment project.

The unanimous ruling declared the transformation of the blighted property into a mixed-use community a legitimate public use.


The planned “District East” development includes residential spaces, a modern movie theater, specialty retail, and medical offices, promising $12 million in annual sales tax revenue and 1,400 permanent jobs.

Efforts to redevelop stalled for years due to landowners’ refusal to sell despite offers above market value. OCIDA’s acquisition will allow construction to begin on the long-awaited revitalization of the 65-acre site.
