Sheriff: Steuben man possessed narcotics at county jail

Steuben County Sheriff Jim Allard announced the arrest of 38-year-old Jason S. Howells from Corning, New York, on charges of possessing a significant amount of narcotics while detained. The incident occurred on April 21 when Howells was initially detained for a separate matter and appeared at the Centralized Arraignment Court.

Deputies discovered Howells in possession of more than half an ounce of narcotics during his booking at the Steuben County Jail. He was subsequently charged with third-degree criminal possession of a controlled substance, a class B felony, and first-degree promoting prison contraband, a class D felony.

Following his arraignment, Howells was released from custody.
