Oswego auto dealer sentenced for Clean Air Act violations

Matthew R. Talamo, owner of Southern Diesel Truck Co. and Southern Diesel and Off-Road LLC in Oswego, New York, was sentenced to four years of probation and fined $50,000 for conspiring to violate the Clean Air Act. Talamo admitted to making illegal modifications to diesel vehicles that increased pollution, United States Attorney Carla B. Freedman and EPA-CID Special Agent Tyler Amon announced.


The dealership specialized in reselling diesel vehicles and performing unauthorized modifications that bypassed emissions controls. Modifications included tampering with onboard diagnostic systems and replacing exhaust components with straight pipes, which do not reduce emissions. These alterations were done on approximately 244 vehicles from January 2018 to November 2022, often costing thousands of dollars each.

Chief U.S. District Judge Brenda K. Sannes also mandated that Talamo complete 150 hours of community service and comply with a strict environmental compliance program. Southern Diesel may be inspected at any time to ensure adherence to the Clean Air Act, highlighting the ongoing enforcement efforts to protect environmental law.
