Phelps woman faces felony charges after DWAI crash with child on-board

The Ontario County Sheriff’s Office reports the arrest of a Phelps woman on felony DWAI charges following an investigation into a crash on State Route 96.

Following the crash, Kristin Rosen, 36, of Phelps was charged with felony DWAI, felony aggravated DWAI- under Leandra’s Law, and endangering the welfare of a child.


Rosen was the operator of the vehicle, which crashed on Route 96. Both she and her son were injured in the crash, and following investigation- Rosen was found to be under the influence of drugs.

She refused a chemical blood draw at Strong Memorial Hospital. The injuries sustained to the two in the wreck were considered non-life threatening, according to deputies.

Rosen was issued a number of traffic citations and will appear at a later date in local court.
