Canandaigua driver charged after pursuit ends in Victor near 490

Sheriff Kevin Henderson provided an update on the pursuit that ended along a busy stretch of State Route 96 on Thursday afternoon in Victor.

Around 1:32 p.m. Haley Rotter, 36, of Canandaigua was observed traveling north on Route 96 while talking on her cell phone. When deputies attempted to stop her, she complied, and pulled over.

However, then as deputies were about to begin the traffic stop – Rotter fled the scene. She continued north on Route 96 at a high rate of speed, failing to stop for a red light at the intersection with County Road 42.

She eventually tried to enter 490 via an off-ramp along Route 96 – and lost control of her vehicle. It came to rest at the bottom of an embankment.

Deputies say she fought with them when they attempted to take her into custody.

Rotter was ultimately charged with using a cell phone while driving, passing a red light, reckless driving, speeding, and was also charged with resisting arrest, and criminal possession of a controlled substance.

She was issued an appearance ticket for all of the charges and will answer them at a later date.
