Sheriff: Phelps man arrested on felony drug charges

Felony charges have been filed, and more are pending as the Ontario County Sheriff’s Office continues a ‘months-long’ investigation into the sale of narcotics throughout the community.

Sheriff Henderson reports that Troy Randleman, 29, of Phelps was charged with third-degree criminal sale of a controlled substance, a Class B felony. Lauryn Guilian, 21, of Livonia was charged with third-degree criminal possession of a controlled substance, a Class B felony.

Henderson says that the Special Investigations Unit led the investigation and arrest.

Those arrests are part of an ongoing investigation into the sale of narcotics in Ontario County. Henderson says that Randleman sold crack cocaine to another person on August 5th on Main Street in the Village of Phelps.

Guilian was with Randleman at the time of his arrest. Henderson says that he was taken into custody on Wednesday. He further notes that investigators determined that the duo intended to sell cocaine to another person.

Randleman was arraigned in Ontario County CAP and remanded to the Ontario County Jail due to multiple previous felony convictions.

Henderson says that police in Geneva and Canandaigua both assisted in the investigation. Additional charges are pending against Randleman and will be presented to a grand jury, according to Henderson.
