Police: Woman arrested on felony charges after stealing, threatening service animal in Seneca Falls

On Saturday at approximately 2 a.m. police arrested a 35-year-old Penfield woman on a felony warrant.

Kelli C. Race, 35, of Penfield was charged with felony grand larceny criminal facilitation, coercion, and conspiracy after a theft complaint from August.

Race is accused of providing aide to a family member on August 7th and stealing a service animal. At that point she held the animal until the victim agreed to pay a ransom.

Police say that Race also threatened to physically harm the service animal if the victim did not comply.

She was processed at the Seneca County Jail.
