A Waterloo resident was arrested on multiple charges – including strangulation, unlawful imprisonment, reckless endangerment, harassment, and animal torture – following a weekend incident in Seneca County.
Martin Quinonez, 40, of Waterloo is accused of grabbing a person by the throat and slamming their head against a wall several times. The person lost consciousness, according to police.
He then prevented the victim from leaving the house, and restrained them against their will. During the incident, Quinonez grabbed a dog inside the home by the collar – lifting it off the ground – as it gasped for air.
Quinonez was arraigned and will answer the charges at a later date.
