Last August, a picture showing a worker without a safety harness carrying a board across scaffolding without guardrails at the Hilton Canopy hotel construction site in Downtown Ithaca sparked an outcry. After the photo was brought to the attention of the Occupational Safety and Health Administration, the project’s general contractor and scaffolding subcontractor have been cited for safety violations.
OSHA opened an inspection on Aug. 17, 2018, after receiving a complaint about scaffolding safety, which the Tompkins County Workers’ Center said was initiated by one of their members.
On Feb. 15, 2019, William H. Lane, the Binghamton construction management company overseeing the project, received one citation for providing inadequate protection from falling objects. CFI Sales and Service, the Brackney, Pennsylvania company responsible for project scaffolding at the time, received three citations for inadequate overhead protection, a lack of safe access to scaffolding, and inadequate fall protection.
