A proposal to create an online animal abuse registry in Tompkins County advanced out of the Legislature’s Public Safety Committee and now heads to a public hearing and full legislative vote, according to The Ithaca Voice.
The measure would require people convicted of certain animal cruelty offenses to register with the Tompkins County Sheriff’s Office, which would maintain the registry on the county’s website.
Supporters said the registry would help shelters and rescues screen potential adopters, while opponents questioned whether it would prevent abuse or create enforcement challenges.
Lawmakers agreed to narrow the proposal so it applies specifically to state animal cruelty offenses, following recommendations from District Attorney Matt Van Houten.
If approved, registrants would generally remain on the list for five years, with the ability to petition for removal for good cause, and those who fail to comply could face a $500 fine.
