Penn Yan police charged a 35-year-old Pennsylvania man with driving while intoxicated after officers encountered him during a welfare check investigation Monday.
Police said James C. Frantz of Sayre returned to the scene in a vehicle and showed signs of drug impairment before failing field sobriety tests.
Frantz was taken to Soldiers and Sailors Memorial Hospital, where police said he voluntarily submitted to a blood draw. Additional charges may be filed after the blood test results are available.
Police said a motor vehicle records check showed Frantz's New York driving privileges were suspended for failing to pay a driver responsibility assessment.
He was also charged with third-degree aggravated unlicensed operation and issued tickets to appear in Penn Yan Village Court at a later date.
