Bath couple charged after police, CPS find children living in condemned apartment

Two Bath residents have been charged with endangering the welfare of a child after authorities said they found children living in an apartment covered with feces and garbage.

The arrests stem from a May 28 investigation when Bath police responded to a residence on Howell Street to assist Steuben County Child Protective Services during a home visit.

According to the Bath Police Department, officers spoke with the father of the family and observed what they described as deplorable living conditions inside the apartment. Police said feces and garbage were scattered throughout the residence.

Investigators determined two children lived in the apartment with their parents. Police said furniture and areas where the children slept were covered in feces.

Following an investigation by Child Protective Services, Bath village code officials condemned the residence. Authorities said a safety plan was put in place for the children.

On June 17, Tyler Gilbert, 38, and Hailee Gilbert, 31, both of Bath, turned themselves in at the Bath Police Department.

The pair were each charged with two counts of endangering the welfare of a child, a Class A misdemeanor. They were arraigned in Bath Village Court and released on their own recognizance.
