Several proposed code changes, a settlement tied to long-running Champlin Avenue litigation, and a grant application for the village’s comprehensive plan update are among the key items facing the Penn Yan Village Board when it meets Tuesday evening. The agenda includes multiple public hearings, personnel actions, infrastructure matters and public safety initiatives.
One of the most significant items stems from a special meeting held Friday, when the board approved a settlement agreement involving Douglas Marchionda and the status of Champlin Avenue. Trustees approved the agreement on a 5-2 vote following a closed session with legal counsel. Tuesday’s agenda includes a resolution to discontinue a street as part of that settlement process and schedule a public hearing for July.
The board will also hold public hearings on limiting parking near Penn Yan Middle School to school buses during school hours, repealing the village’s tax cap waiver for the 2026-27 fiscal year, and amending local games-of-chance regulations. Additional parking-related changes affecting business district regulations, nighttime parking and time limits are expected to be introduced for future public review.
Other notable agenda items include consideration of a $100,000 Smart Growth Community Planning Grant application to update the village’s comprehensive plan, authorization of a FEMA grant application for an upgraded fire department radio system, approval of seasonal recreation and lifeguard hires, and endorsement of the Pennsylvania Yankee Theatre Company’s application for New York Main Street funding. Trustees will also consider approvals related to the Keuka Outlet Half Marathon, Penn Yan Youth Baseball and Softball fireworks, and a September 11 memorial ride.
The Penn Yan Village Board is scheduled to meet at 6 p.m. Tuesday at Village Hall.
