The Trump administration’s rollback targets part of a 2023 EPA rule that limited certain refrigerants used in supermarket cooling systems. Syracuse University economist Carl Schramm argued the regulation drove up costs throughout the food supply chain, while critics warned the change could increase demand for older refrigerants and slow climate progress.

Tops Friendly Markets said it’s still reviewing the policy and hasn’t determined what the changes could mean for stores or customers. Federal officials estimate the rollback could save businesses and consumers more than $2.4 billion nationwide.
