Penn Yan man charged with DWI after overnight traffic stop

A Penn Yan man was arrested early Sunday morning after deputies said he showed signs of intoxication during a traffic stop on East Main Street.

According to the Yates County Sheriff’s Office, deputies stopped a vehicle around 1:44 a.m. May 17 after the driver allegedly failed to use a turn signal while making a left-hand turn.

During the investigation, deputies said the driver, identified as Samuel J. Richards, displayed signs of intoxication.

Richards was charged with driving while intoxicated and improper or no signal. Authorities said he was transported to the Yates County Jail, where he refused to submit to a chemical test.

He was later turned over to corrections staff to await CAP Court proceedings.

Deputies were assisted at the scene by the Penn Yan Police Department.
