CNY Mozaic expands reach with merger of Oswego-based disability service providers

A major regional provider of disability services is expanding its footprint into Central New York after completing a merger that brings two Oswego County organizations under its umbrella.

Mozaic announced that Oswego Industries and Arc of Oswego officially merged into the organization effective May 3, a move leaders say will broaden services and improve support for individuals with disabilities and other barriers across multiple counties.


The consolidation unites three mission-driven organizations into a single structure, with Mozaic — a chapter of The Arc New York — positioning the merger as a way to increase efficiency while expanding access to programs and resources.

Officials said the combined organization will be better equipped to serve individuals and families by leveraging shared expertise, staff and infrastructure. The goal, according to leadership, is to create more opportunities for independence and long-term success for those receiving services.

Mozaic President and CEO Allen Connely said the organization is focused on continuing its mission while expanding into Oswego County, emphasizing that shared values across the organizations will guide the transition.

The merger extends Mozaic’s reach beyond its existing footprint in the Finger Lakes, where it already supports more than 2,000 individuals and families across Cayuga, Yates, Tompkins and Seneca counties.

With the addition of Oswego-based operations, the organization is expected to strengthen its role as one of the largest providers of services for people with intellectual and developmental disabilities in the region.

Leaders say the transition marks the beginning of a broader effort to enhance programming and ensure individuals have access to the resources needed to achieve personal goals.
