Cayuga County man charged with kidnapping, strangulation after Fulton investigation

A Cayuga County man is facing multiple felony charges after police say a victim was held against their will for an extended period of time.

Fulton Police said the investigation began after the victim came forward with allegations of being unlawfully detained, prompting officers to obtain a search warrant for a residence connected to the case.


Andrew P. Clark, 43, of Sterling, was taken into custody without incident and charged with second-degree kidnapping, a Class B felony, and second-degree strangulation, a Class D felony. He also faces charges of second-degree unlawful imprisonment, second-degree aggravated harassment, and second-degree harassment.

Authorities said Clark was arraigned in centralized arraignment court on April 13 and is being held on $50,000 cash bail.

Police have not released additional details about the length of time the victim was allegedly held or the circumstances surrounding the incident.
