Officers responded around 12:29 a.m. on Feb. 28 after receiving a report of an assault at the residence.

Investigators determined Fisher struck a woman in the head, causing a laceration to her left eyebrow. The victim was taken to a local hospital for treatment.

Police said Fisher fled the scene before officers arrived. Authorities later requested and obtained an arrest warrant.

On March 3 around 3:40 p.m., officers responded to a physical fight in progress near Tops on West Morris Street. After police separated those involved, officers identified Fisher as one of the participants and took him into custody on the outstanding warrant.

Police processed Fisher and charged him with third-degree assault. He was transported to the Steuben County Jail for CAP arraignment.

Despite what police described as an extensive criminal history that includes four felony convictions and 21 misdemeanor convictions, Fisher was released on his own recognizance.
