Twenty-five low-income families forced out of their homes in Rochester will receive additional compensation and new housing protections under a settlement announced by New York Attorney General Letitia James.
The agreement follows an investigation into the redevelopment of the Los Flamboyanes affordable housing complex.
According to the Attorney General’s Office, the complex’s townhomes were slated for demolition and redevelopment by Landsman Real Estate Services and Landsman Development Corp.
Tenants were first notified in April 2024 that they could be displaced by the renovation project. In December 2024, the remaining tenants were given a 90-day notice ordering them to leave by March 31, 2025.
Investigators found the notices failed to properly inform tenants of their legal rights, including the right to return to the redeveloped housing once construction is complete.
Officials also determined the landlord failed to provide sufficient relocation payments. Landsman had capped relocation payments at $9,570, even though it was legally required to cover increased rent and utility costs during the construction period.
In April 2025, the state secured a settlement requiring Landsman to provide more than $271,000 in additional housing payments to affected tenants.
Further investigation later found the company had not fully followed through on the agreement. State officials said many tenants still faced relocation costs not covered by the payments and some fell behind on rent.
The new settlement requires Landsman to provide additional compensation to tenants and inform them of their right to return to Los Flamboyanes once reconstruction is completed. Construction is expected to finish in April 2027.
The agreement also protects tenants from eviction and utility shutoffs while they live in temporary housing and provides an additional $300 payment to cover application fees and utility reconnection costs.
State officials said the Attorney General’s Office will oversee communications with tenants and monitor updates on the construction timeline.
