Lawmakers approved a deal covering groundwater pumped from Emerson Park into Owasco’s sewer system. The payment totals $52,042.80 and includes sewer flow charges, a flow meter installation and legal fees.

Owasco officials claimed the county deliberately pumped groundwater into a manhole in late 2023. Testing found no leak in the town’s lines. The county denied wrongdoing but agreed to fix imperfections in its sewer line, pay the invoice and provide monthly flow readings moving forward.
