The project would reuse a former power plant linked to TeraWulf. Critics warn it could threaten Cayuga Lake, drive up energy costs, and increase emissions. Supporters say water use would remain minimal and unrelated to data center operations.
The resolution passed nearly unanimously, drawing what lawmakers called one of the largest crowds in years, despite the county lacking direct authority over the project.
