Addison man arrested after drug investigation

State police arrested a man after a late-night traffic stop in the town of Bath uncovered suspected drugs and multiple violations.

Joseph R. Saltsman, 51, of Addison, was taken into custody following the stop on State Route 415 in Steuben County, according to New York State Police.

Troopers said the stop happened around 11:42 p.m. on Dec. 21 after they observed a westbound vehicle with a loud exhaust system. A registration check showed the registered owner had a suspended driver’s license, prompting the stop.

During the investigation, police said the driver initially provided false identifying information. Troopers later confirmed the driver was Saltsman.

While speaking with him, troopers said they found a digital scale with residue, suspected controlled substances inside the vehicle, and additional suspected narcotics on the passenger-side floorboard.

Saltsman was taken into custody and transported to State Police Bath for processing.

He was charged with criminal possession of a controlled substance in the fifth degree, criminal possession of a controlled substance in the seventh degree, criminal use of drug paraphernalia in the second degree, criminal impersonation in the second degree, obstructing governmental administration in the second degree, and aggravated unlicensed operation of a motor vehicle in the second degree. Troopers also issued additional vehicle and equipment violations.

State police remanded Saltsman to the Steuben County Jail for CAP arraignment.
