A Penn Yan woman was arrested earlier this month after police responded to a domestic disturbance on Liberty Street that allegedly escalated in front of two children.
Kara P. Dougherty, 23, was taken into custody on Nov. 4 following a third-party report of a physical domestic the night before.
Police say Dougherty prevented another person from leaving the home by blocking his exit and withholding his car keys. A struggle over the keys allegedly followed, during which both parties became physical — all while two young children were present.
Dougherty was charged with two counts of endangering the welfare of a child and one count of unlawful imprisonment in the second degree. She was released with an appearance ticket and is scheduled to appear in Penn Yan Village Court on Nov. 24.
The case was investigated by Officer Hines and supervised by Officer Hamm.
